IDE options

Note: I'm not considering KDE-based solutions. I may not consider GTK-only solutions as well. I'm definitely not considering Windows-only options as that it my primary OS.

Executive summary as of the moment: Despite its UI quirks, Qt Creator is the way to go. Netbeans + C/C++/Fortran is the next-best option.
